Electronic Lobbyist Registration and Reporting System



Welcome to the electronic lobbyist registration and expenditure reporting system. Please take this opportunity to familiarize yourself with this system by reviewing the Annual Registration Guide and the Expenditure Report Filing Guide.

All registering entities must designate a single individual as the entity’s authorized agent. The authorized agent is responsible for the submission of all online filings. Prior to registering or filing information online, the authorized agent must register as a system user. You can become a new system user by clicking on the Lobbyist System link below, then click on ‘Register Now’ if you have not been a system user previously. Once established as a system user you will be able to file entity registrations and expenditure information. If you are assuming authorized agent responsibility for a previously registered entity, please refer to the instructions in the Annual Registration Guide on page 5.

This system allows you to complete your lobbyist registration and pay online by choosing either the electronic check or credit card payment option. If your lobbying entity was registered in a previous year, most information fields will already be populated. You will simply review the data for accuracy, make necessary changes and complete any blank fields, then finish with the payment process.

The system allows you to store and complete lobbying expenditure reports. Expenditure information can be stored in a database until submitted. Authorized agents are required to submit expenditure filings even when no reportable expenditures were made.

The process is user-friendly providing search and selection capabilities to avoid time-consuming data entry. You are allowed to make changes and edit information until the time that it has been submitted. After that, if you need to change or update the registration or expenditure information, an amendment can be performed electronically.

Please remember that lobbyist registrations and expenditure filings are accepted only electronically.

If you have any questions, you may contact the Illinois Secretary of State Index Department at 217-782-7017 during regular work hours, 8:00 a.m. to 4:30 p.m., Monday through Friday, except State holidays. If you have any questions or comments regarding the system please email us. Do not send registration or expenditure information via email.
