On January 1, 2010, a new Illinois law prohibiting drivers from text messaging while driving took effect. The law also bans the use of wireless telecommunications devices in construction and school zones.
The new distracted driving laws join other recent traffic safety initiatives my office has introduced to make Illinois roadways safe for all motorists. These include requirements for Breath Alcohol Ignition Interlock Devices for all first-time DUI offenders and enhanced Graduated Driver Licensing
requirements for teen drivers.
In July 2009, my office launched the Emergency Contact Database, which allows Illinois driver’s license and ID cardholders to enter emergency contact information in a secure database. This information will allow law enforcement to quickly contact a friend or family member in the event you are involved in a motor vehicle crash or other emergency situation.
My goal as Secretary of State is to maintain a high standard of performance for Illinois drivers and to continue to work to lower the
rate of fatalities on our highways.

Jesse White Secretary of State
This edition of the Illinois Rules of the Road is as accurate as possible at the time of publication. The manual gives drivers information on obtaining a driver’s license, driver’s license laws, traffic safety issues and general information regarding Illinois traffic laws and ordinances. The language of the Illinois Compiled Statutes is condensed and paraphrased and does not cover every law or explain every possible situation that motorists may face while operating a motor vehicle. The manual also provides highway safety information not in the law. It is intended as a tool for drivers and should not be cited as a legal authority in court.
